US State Dept: Policy of Reducing Israel to "Historical Proportions"


"We don't need Israel for influence in the Arab world. On the contrary, Israel does us more harm than good in the Arab world. (...) We can't negotiate about the existence of Israel, but we can reduce its size to historical proportions."  -- Henry Kissinger

The above quote is part of a December 1975 memorandum of a conversation that took place; in Paris, France; between the US Secretary of State, Henry Kissinger, and the Iraqi Foreign Minister, Sa'dun Hammadi.

It is a known fact that the Arab world has entertained a futile animosity towards Israel ever since the Jewish People decided to retake their historical homeland (something that Kissinger apparently thought to be a foolish and detrimental move); however, more than exposing Henry Kissinger's perniciousness, what this 39-year old memorandum does is to reveal the real American foreign policy towards the Jewish State and unveil the US State Department as the fuel of Arab antagonism toward Israel - which explains the ambiguous behaviour of that same Department till this day.

"If the issue is the existence of Israel, we can't cooperate. But if the issue is more normal borders, we can cooperate." -- idem

Looking at how the State Department of the United States has been conducting the Middle East Peace Process, thus far, we are compelled to believe that its policy remains to «reduce [Israel's] size to historical proportions» so that Arab nations feel more satisfied with «more normal borders» - these words should be understood as 'indefensible Israeli borders that would make all players, involved in the region, more comfortable'.

It is understandable that, in 1975, Iraq and other Arab nations felt threatened by Israel after they lost the 1947-48, 1967 and the 1973 wars against the Jewish State. It is also understandable that the US, at the time, needed Arab oil to further develop itself; however, now that it has reached oil independence, what is exactly the American interest in continuing to act to further «reduce [Israel's] size to historical proportions»? Does the US State Department still feel that Israel «does more harm than good in the Arab world»?

The last time we checked, it wasn't Israel that supported the Kurds when it was convenient, only to drop them (costing the lives of thousands of people) when Iraq ceased being excessively Soviet-inclined; it wasn't Israel that invaded Muslim countries under false pretences...unless the Department was/is trying to tell us that Israel actually works against US interests by helping Arab nations keeping their sovereignty...

"It is inconceivable that peoples with wealth and skill and the tradition of the Arabs won't develop the capacity that is needed. So I think in ten to fifteen years, Israel will be like Lebanon—struggling for existence, with no influence in the Arab world." -- idem 

This is what happens when politicians make predictions based on personal opinions: failure. Nevertheless, Mr Kissinger said one thing that can't be ignored: Israel, between 1985 and 1990, would be struggling for its existence and therefore that distraction would preclude it from influencing Arab politics. Hamas was created in 1987, during the first intifada - interesting conclusions should be drawn.

"We want the survival of Israel but not dominating the area. No one can conquer the Arab world. Even if they take Damascus, Cairo, and Amman, you will be there, and Libya will be there. So if Israel wants to survive as a state like Lebanon—as a small state—we can support them." -- idem

Note how Mr Kissinger mentioned the Greater Israel without using the term. If we follow his line of thought, the US State Department - all this time - has been concerned that Israel would actually try to pursue what the League of Nations granted the Jewish State through the Peace Conference of San Remo (based on the Declaration of Balfour): the historical homeland of the Jewish People. And the State Department, for some obscure reason, fears that Israel becomes a Middle East Power; why? One would think that having such a power, friendly and trustworthy, would be extremely convenient to America.

Last week, State Secretary John Kerry implied that the rise of the Islamic State (IS) was Israel's fault because the Jewish State has failed to make peace with the Arabs in Palestine - less than a month after President Obama said "Understand, the situation in Iraq and Syria and Libya should cure anybody of the illusion that the Arab-Israeli conflict is the main source of problems in the region.  For far too long, that's been used as an excuse to distract people from problems at home."

Apparently, the American foreign office continues its 39-year policy of reducing Israel's "size to historical proportions". Question: is the State Department out of control and what's behind the obsession with dwarfing Israel?

  1. Kissinger was either making fun of the Arabs or he was sincerely naive: the Arabs have wealth and tradition but what skills do they have now under a religious system that hampers development? Please!! The US made a deal with the devil but later on it paid for it.
    Now I understand where the stupidity of John Kerry comes from, the department of state wants to reduce Israel to nothing as per tradition! But how can the department go against what POTUS says? I don't get that yet.

      What is most interesting is that in the first Islamic years (or perhaps even centuries) there was a lot of creativity and development. I don't know when it stopped yet; however by 1975 (closer to the new Islamic millenium) everything that was good in terms of art, architecture, free thought was over in the Arab World, so I don't know Kissinger was talking about.
      Newt Gingrich answered your question best: the state department has a culture of misinforming and misleading the President of the United States. So, their job apparently is to go against the president; but perhaps they didn't count on Pres. Obama to write that UN speech?

    So Kerry, that Jen Pshit et al are just doing what they were cut out for: destroy Israel? I will see the state department fall before that happens! How come American presidents don't reform that shit? No wonder Obama contradicted them at the UN, even he figured it out!
    Israel, like it or not, will be a regional power, period.

Are the people at state in the pockets of Muslims or something? I don't understand their moves, and I also don't understand why John Kerry's people are so sensitive and touchy touchy. What they are hiding? Israel better start finding more friends to play cause state department is no partner to Israel.

    In Portugal we have a saying "Arrested for having a dog, and arrested for not having one", thus Israelis must grow a ticker skin for whatever they do it will never be right.
    Jewish people must learn to ignore the US State Department, the EU Commission and anti-Semitic alike: Dutch land, Austria, Sweden, Denmark and Norway.

    If Arab nations wish to waste time and energy hating Jews, it is their loss.

    As for Henry Kissinger, all I can say is that he is another self-loathing Jew with a profile of a Judenrät.

    For the West Jews are good to make their countries prosper, under tight leash. But for Jews to have their own nation, it is an aberration which westerners promised to the Arabs to do it right as soon as possible.

    This is foolish, but I will attempt a defense of the State Department!

    The defense begins by considering the education of the new young State Department employee. He began his education in the US government schools where they taught him that all of modern science, math, civilization and learning came to Western Civilization from the Arab world, because Christians were too stupid and ignorant to do anything. If you believe the history books, Western Civilization was nothing but violence, whereas Islam was always about peace and love. From high school he will proceed to an Ivy League university where a monolithically leftist academia will provide a pure, leftist view of the world with every dissenting view ruthlessly put down by ad hominems. Any statement in support of Western Civilization or Israel is dissected an analyzed for hypocrisy or duplicity. Any hostile opinion originating from America's enemies is respected at face value. Thus, the State Department has been causing as many problems as it solves for more than a half century.

    So in defense of the State Department, I think things could be vastly worse. If America's professors had their way with their former students at the State Department, we would be training Hamas at the US military academies. We would also be helping Hamas and Hezbollah to design and manufacture better rockets and probably be doing research on more effective, less detectable suicide vests. Yet reality has intruded here and there.

      There is much much truth behind your ironic defence of the State Dept. I agree and they want to do the same in Europe, revising history - what a disgrace.
      I blame the leftist permissiveness and corruption (plus the right wing greed) for our present state of affairs. Jihadists are attacking us from within because politicians, out of convenience and political correctness, allowed them too; and now it seems a bit too late to reverse things.

  6. And what about the fence jumper at the White House? It's odd that on the same day Canada and Jerusalem were attacked that Washington was too, again. Now we should panic cause IS and their ilk are coming after us!
    State department: Kissinger was always an asshole so I'm not surprise that he'd sell Israel out the way he did. But I don't get Kerry, wtf is he doing? May Looney is right, maybe that's how they were taught to act. Thank God Israel has plenty of Americans to support her, if immigration won't let us be drown with Muslims though.

  7. Kissinger 'foresaw' that Israel would be preoccupied with surviving between 1985 and 1990 and Hamas was created in 1987? The US funded those sons of bitches? That's the only conclusion I reach and if so, the US has a lot of explaining to do. Anyway, I'm so sorry about Canada and Jerusalem: my prayers and thoughts go to the families of the victims.   8. Kudos to a very well written article. I think I need not say more because it reveals one of the many underlying hypocrisies of the Big Brother, who always paddles on two boats at the same time and because of its own confusions and indecisiveness in its foreign policies that today a lot of the problems in the world can be attributed to it. Maybe it just needs to step back COMPLETELY for a decade and then maybe the world will be once again a little better place to live than today. Or if that is too wishful, then maybe it should take a more passive role rather than a active role in inter-country diplomacies.

      Thank you *bowing*. President Obama tried to step back completely and what happened? The congress, the senate, lobby groups, think tank elements and even people within his administration complained bitterly about it and accused him of leading America and the world from behind - he was in the right track but unfortunately reality of DC caught up with him.
      But I agree with you, unless the US steps back a little the world won't have time to take a pause, recharge and reshape.

  9. That a truly strong Indian government would be formed which would weigh the pros and cons of the Muslim vs the rest equations in Asia was not foreseen by anybody in the USA.       I agree: the US was so blind by the friendship between India and Russia that it failed to see the advantages of being closer to India. It is funny that in the memorandum of conversation, Henry Kissinger told Iraq that their friendship with the Soviet Union would matter little as long as it didn't exceed any acceptable level; but the Indian friendship with the Soviets (which was not as close as Iraq's) posed a huge problem...hmm.
