The Dilemma of Declaring Hezbollah a Terrorist Group

There are five levels of awareness:

1. Tuned out (one is totally unaware of surroundings).
2. Relaxed awareness (one pays attention to surroundings, but is able to enjoy life).
3. Focused awareness (one is carefully observing a potential danger).
4. High alert (one has confirmed a threat and needs to take action).
5. Comatose (one is in utter shock and unable to function).

France and the EU seem to be tuned out when it comes to Hezbollah.

The United States of America and Israel have asked Europe to blacklist Hezbollah (the Party of God) as a terrorist organisation. Europe has so far refused to do so: France argues that "proscribing [Hezbollah] as an illegal terrorist organisation could destabilise Lebanon and its current coalition government, of which Hezbollah is part" in addition to being a social organisation. Europe rejects the measure because it "would violate the 2002 bilateral trade agreement between Europe and Lebanon".

France's explanation mirrors its complete disorientation when it comes to Hybrid Terrorist Organisations; and Europe's justification is not only unacceptable (i.e. in 2002 Hezbollah did not belong to the government yet; meaning that the Lebanese administration was the one violating the article 2 of the trade pact, in the first place, when it allowed the Party of God to join its coalition) but also a prelude to a future political absolution (since the bilateral trade agreement between the EU and Palestine, in reality, funds another Hybrid Terrorist Organisation under the guise of Human Development in the, illegally termed, "occupied Palestinian territory").

Now back to Hezbollah...

Hezbollah is a terrorist group that pervaded the Lebanese democratic system in order to legitimise its paramilitary actions, to have access to more resources and influence the politics in the country (and beyond, as seen in the French case).

Europe claims that this group is a political organisation: then why the need for training camps in places like Nicaragua and Mexico? When intelligence services agents catch terrorists working for the Party of God, they identify themselves as being members of the Hezbollah, not of "Al-Muqawama al-Islamiyya" (The Islamic Resistance - the group's military wing).

EU member-states have been informed, by their intel agencies, that Europe is being used, by Hezbollah, as the bridge to Latin America (where, according to Carlos Echeverría [in "Hezbollah and Spain - Presence and Attention: Discreet but Relevant"], "the group's network is increasingly visible"); as a money laundromat and as its piggy bank to fund terror acts around the world...still, politicians want to play chess with the common citizen's lives.

When dealing with Hybrid Terrorist Organisations, political leaders make a gross mistake when cherry picking components related to such groups. For example, it was reported that one French argument is that Hezbollah does charity in Lebanon...Ambassador Ron Prosor, before the UNSC last week, counter-argued that "Calling Hezbollah a charity is like calling al-Qaeda an urban-planning organisation because of its desire to level tall buildings." - perhaps Europe plays deaf because it feels safe from any Islamist terrorist attack within the Eurozone; and France plays daft because it is over-confident about its ability to thwart Islamist terrorist attacks (since its security forces do not seize and question suspects; they simply shoot to kill...a strategy that, in itself, raises a lot of questions).

France and the EU need to be on high alert when it comes to Hezbollah. Their refusal to reach such level of awareness should prompt Israel and America to probe the real root of the Euro-dilemma.
Europe should be encouraged to change its mind as quickly as possible, before the fans of conspiracy theories begin formulating the hypothesis of Hezbollah being also a Euro-proxy in the anti-Israel war...

  1. Hizbullah is a terrorist group! From what I understood the US, the UK and Israel recognize that fact, so I'm wondering why does France refuse to recognize it? I don't understand.
    I appreciated the guide to situational awareness, I had never thought of things that way so thanks! I like it when you write about terrorism.

  2. Max, I live on high alert everyday I am almost paranoid about it. That was the legacy of AlQaeda in my life (they have made our lives miserable specially when traveling). This raises another question: should we do racial profiles?
    Europe is suffering a lot of pressure to recognize Hezbollah as a terror group and I believe it will do just that soon. France just needs to figure it out how it is going to proceed after fait accompli because it will hit them hard.

      Racial profiling is dangerous, ineffective and I don't like it. Reading body language is much much better as far as I am concerned.

      I am inclined to agree with you: after the EU recognises Hezbollah for what it is, it will have to be en guard all the time.

  3. I heard Brazil is also being used as a money launderette by hezbollah anf Iran (they finance Christian schools as a way to landry funds while earning political support).

  5. I read an article on the Council on Foreign Relations site that amoong other things said "The European Union designation of Hezbollah as a terrorist group would be a shot across the bow, telling the group that it needs to make a choice to be either political or militant." do you agree?

      Well, I am afraid it is not that simple because Europe has declared Hamas a terrorist group and yet Hamas has chosen to continue being both militant and political (at least until now), still Europe allows its elements to attend UN meetings in Switzerland - at least Bulgaria expelled them (this week, was it?). But perhaps things could be different in Hezbollah's case because their outreach is far greater (not that Hamas doesn't operate outside the Middle East into Europe, but it is not has deep in it as Hezbollah, who is practically around the world).
      But yes, they need to be declared a terrorist group so that the proper mechanisms can be triggered against them...

  6. Do you really believe that Europe would use Hezbollah as a tool against Israel? Ok, Europe doesn't like Israel and the way they support her is like "You are a racist state because you defend yourself against the poor Palestinians [the terrorists] but you have the right to defend yourself against terrorism" but I don't think they'd go as far as using Hezbollah as their proxy...although many European countries have good relations with Iran (Portugal is one of them)...I don't know...I have to think about it - I have been fasting all day, my mind isn't working properly.

    Yes, it is about time for Europe to declare Hezbollah as a terrorist group; I mean what else do they need to recognise this fact? It is well known fact that they operate in Africa, in Latin-America, in the US (border with Mexico), in the Caribbean, in Turkey, in Europe...one of these days they will be in China. They are a problem that needs to be dealt with now!

    I agree with Anonymous: Europe says they are a political and social group...ok, blacklist them as a terror group and let them prove that they really are political and social only!
    Besides, allowing them to remain in this ambiguous classification only gives them the green light to subversive and illegal activities...

  8. I am pondering level 6: This is where things are so bad for so long and are so utterly hopeless that you have to simply tune things out and keep doing what we have to do. We all die sooner or later, don't we?

    The French are admirable in their unwavering determination to stand up for what is right, to promote altruistic and benevolent principles, and to resist evil at all costs and in every form. Unless there are a few Francs to be earned and/or a good time to be had by doing otherwise.

      Level 6 is what many societies are psychologically experiencing right now. However, if (in security terms) things would ever reach level 6 then "might as well jump off the window, son!" because it would mean that the government had failed its utmost duty to keep its citizens safe.

      Oh yes, the French are extremely admirable in that regard...but then when the Politicians see €€€€€ in front of them, all the values that characterise the French society are flushed down (you know what)...

      I visited the blog and I liked it, quite frankly: I just think that if he tweaks his targeting he will be far more effective (and American conservatives, right now, need to be more effective in their words and need to revise their strategy).

      I left a comment there; I gave him a few tips...his post addressing President Obama reminded me of the words the Portuguese socialist and communist parties leaders say about our right wing government "Mr. Prime Minister, you always create crises in order to justify your criminal spending cuts that are making the Portuguese people bleed!" or "Your deceit is appalling, Mr Prime Minister; and the Portuguese people is tired of it, of you and your government!"...it is rather peculiar, isn't it?

      Politics is a wonderful game and I love it :D.
